The National Crime Agency have released their wish list of 12 fugitives they believe are hiding out among Brit tourists in popular holiday resorts in Spain
These are the 12 most wanted crooks thought to be hiding in Spain according to Britain’s FBI.
The National Crime Agency (NCA) have released mugshots of their wish list of criminals lurking in holiday hotspots such as Tenerife, Marbella, Alicante, Malaga and the Costa Blanca.
The men are wanted for crimes from murder, to drugs and money laundering under Operation Captura. The fugitives allegedly include a double killer, a scar-ridden cocaine dealer and a rapist in Benidorm.
Some may have had surgery, it is believed, as they hide in plain sight mingling with Brit holidaymakers in Spain. In the past year 56 criminals have been extradited back to the UK from Spain.
Launching the appeal, NCA director general of operations Rob Jones warned: “Spain is not a safe haven for fugitives. If you run, we will not stop looking. We will find you, and we will bring you back to face justice. Fugitives rarely stop offending while on the run.
“They continue to harm communities in both Spain and the UK, and attempt to stay under the radar by blending into large British ex-pat populations. These are not people you want in your neighbourhood.”

Kevin Parle
Kevin Thomas Parle, 45, is wanted by Merseyside Police, in connection with the 2004 murder of Liam Kelly. He is believed to be in the Malaga, Costa Blanca, areas of Spain.
Towering Parle, who is 6ft 4in tall, has been on the run for more than 20 years. He has also been linked to the 2005 murder of Lucy Hargreaves and remains one of the UK’s most dangerous and wanted men, with suspected links to Spain, Australia, and Thailand.
The privately-educated Liverpool man described as white, of broad build with ginger hair, blue eyes and a small scar on the left side of his head, is considered one of Britain’s most wanted fugitives.
The murders Parle is wanted in connection with were both considered “cold blooded executions” by detectives and involved shotgun blasts at close range.
On 3 August 2005, Lucy Hargreaves, a 22-year-old mother of three, was asleep under a duvet on her couch when three men burst through the front door of her home in Walton, Liverpool.
Within seconds Ms Hargreaves had been shot three times with a sawn-off shotgun.
The killers then poured petrol around the bottom of the stairs and doorway at the property, on Lambourne Road, and set it alight, despite the cries of her two-year-old daughter upstairs.
Her partner, Gary Campbell, was in bed with the toddler at the time and was forced to climb out of a window with his daughter to escape.
Mr Campbell left the terrified child with a neighbour and went back to try and rescue Ms Hargreaves, but she had already died from her wounds.
By that time, Parle was already a prime suspect in the murder of a 16-year-old boy – Liam Kelly – who was ambushed in Dingle on 19 June 2004 after a row over a £200 drug debt.
Two men had approached him from different directions on Grafton Street, but one opened fire with a shotgun striking him in the chest and arm as he tried to escape into a nearby house.
Parle was arrested on suspicion of that murder by Merseyside Police, but was released on bail – which he never answered – and fled overseas.
Other men were charged over both murders, and in both cases the prosecution named Parle as the missing suspect in open court.
Francis Parker
Francis David Parker, 40, is believed to be a member of a notorious crime gang, the Coggins organised crime group, also known as the Huyton Firm, who directed couriers to deliver cocaine and heroin all over the UK.
He is also believed to have been collecting money on behalf of the OCG. He has links to southern Spain.
The gang boss, Francis Coggins, 60, was jailed for 18 years last November. His younger brother Vincent Coggins, was jailed in 2020. The gang are responsible for bringing in 1.013 tonnes of cocaine and heroin with a street value of £16.2 million.
At the trial of Coggins senior it was revealed the gang did business with Thomas Cashman, a Liverpool drug dealer who was jailed for life over the murder of nine year old Olivia Pratt-Korbel in August 2022. She was killed by a stray bullet as Cashman tried to assassinate a rival.
NCA boss, Mr Jones, said criminals hope to blend in among British ex-pats and often continue offending while living in Spain.
He told the eSporty News: “They will generally integrate themselves into these communities, which are populated by many, many thousands of British people who are perhaps enjoying their retirement or running businesses there.
“Criminals will do what they do here, which is integrate themselves and hide among society, and then abuse that trust of those communities and offend against them, or indeed these days it’s very easy to offend against victims or vulnerable people in other countries from anywhere in the world.”
“That’s why we are so determined to leave no stone unturned and no safe place for them to do that and offend against the Spanish communities and our own back here.
“These are serious criminals and there’s nothing glamorous for the victims who’ve been hurt by these individuals, whether that’s people who have unfortunately got themselves addicted to drugs and will be harmed in a great, great many ways by that, or people being subject to frauds and perhaps lost a huge amount of money, maybe their life savings, from some of the individuals here. They’ve chosen to operate outside the law and they’ve chosen to leave this country and abuse the hospitality of a close neighbour of ours.”
Alexsandr Kuksov
One of the youngest wanted by police and a Russian man to make the list is 23 year old Alexsandr Vladimirovich Kuksov (also known as Alexander Kuksov).His last known address was Tenerife.
He is wanted by the NCA for proceeds of crime offences. He is Russian with links to Tenerife, Russia and Malta.
Kuksov is accused of being part of a gang that laundered millions in UK drug dealers’ money by turning it into cryptocurrency. It is claimed he has links to a Russian organised crime group which has helped Russian oligarchs avoid sanctions by buying property in the UK.
Philip Foster
Philip Barry Foster, 50, from Marbella, is wanted by Trading Standards.
He is wanted to begin a eight and a half year prison sentence for the crimes of fraud and money laundering.
Foster conned his victims that they could earn money as professional models, swindling them out of substantial amounts of money. His victims were given poor, digital photographs were not usable.
Spencer Lamb
Spencer Dillon Lamb, 33, from Derbyshire, is wanted by his local police for drug offences including supply of cocaine and cannabis. He has a scar under his left eye.
John Rocks
John Rocks, 37, is wanted by Police Scotland, for sexual offences. He is believed to be in the Benidorm area.
In a Facebook post his alleged victim wrote: “Ladies please avoid Jon Rocks AKA Scottish Jon who works on Benidorm strip.”
Derek Ferguson
Derek McGraw Ferguson, aged 62, is wanted by Police Scotland for murder. The murder of Thomas Cameron took place outside a pub in Glasgow in 2007.
Barman Thomas Cameron, 49, was shot dead in the car park of the Auchinairn Tavern, Bishopbriggs after going to speak to two men.
Dean Eighteen
Dean Eighteen, 48, is wanted by the HMRC, for cheating them and money laundering. He is accused of submitting false VAT repayment claims for his two companies Transome Ltd and Blue Ferns Ltd.
He claimed he was exporting cars to Asia but they did not exist and the total claimed was £7.8 million.
Simon Dutton
Simon Dutton, aged 49, from Bolton is wanted by Greater Manchester Police accused of drug offences and money laundering.
Police say Dutton “organised the importation of cocaine from Spain to the UK” with one 10.5kg with a street value of £1.5 million seized by police.
They describe him as having a tattoo of the word ‘Rachel’ on his left arm and scars on his chin, left hand and right leg.
Matthew Purves
Matthew Purves, 41, is wanted by Northamptonshire Police for the conspiracy to supply multiple kilos of cocaine across the UK from 2019 until 2021. He has links to southern Spain, Corby, Peterborough.
Liam Murray
Liam Michael Murray, aged 34, was last known to be in Durham is wanted for drugs offences and money laundering. he is accused of being involved int he supply of cocaine, cannabis and possessing criminal cash. He is thought to be in the Alicante region.
Charlie Salisbury
Charlie Salisbury, 34, is wanted for a ‘sophisticated’ conspiracy to supply cocaine and money laundering. He has a tattoo of a koi carp, a dragon on his entire right arm and his lower right leg also has tattoos. He is linked to Malaga, Marbella and Andalusia.
Publication of the latest list of fugitives marks the 20th anniversary of Operation Captura – a multi-agency campaign which has seen 98 fugitives apprehended out of 111 publicised.
The NCA’s Most Wanted campaign is run in conjunction with independent charity Crimestoppers, the Spanish Ministry of Interior, Spanish law enforcement partners and UK policing.
The NCA have told the public how they can help saying; “Many people want to do the right thing but feel unable to speak directly to the police. Crimestoppers exists for exactly that reason. You do not give your name, Your call or online report cannot be traced back to you. You will never be asked to speak to the police or give a witness statement
“If you have information about any of the men listed below, you can pass it on 100% anonymously. Your information could help prevent further harm and bring long‑overdue justice.”
They then gave the numbers in the UK: Call 0800 555 111 and in Spain: Call 900 926 111 with translation if needed.
